Background:

The Islamic Republic of Afghanistan has received a grant from the International Development Agency (IDA) for the Afghanistan Second Skills Development Project (ASDPII). The said project aims to increase the potential for employment and higher earnings of graduates from Technical and Vocational Education and Training (TVET) schools and institutes through improvements in the skills delivery system. The said project consists of four main components, strengthening of the TVET institutional system, improving performance of TVET Schools and Institutes, Improving Teacher Competencies, and Project Management, Monitoring & Evaluation and Public Awareness.

Under the component 1, (Strengthening of the TVET institutional system), the Committee on Education & Skills Policy (CESP) has received fund in order to oversee the structuring, administration and regulation of Education and Training in Afghanistan. CESP is a committee   of five ministers under chairmanship of first Vice President of Islamic Republic of Afghanistan for addressing issues of the education and training system as a whole. Broadly the program is focused on Relevance and Quality Assurance of Technical Vocational Education Training (TVET). 

Job Summary:

Based on the objectives of component 1 of ASDPII, the CESP secretariat has devised a three-pronged strategy: first, aims at developing and institutionalizing (including legislative ratification) the Qualifications Framework for TVET - for which an initial draft has been completed. An international Adviser will support and assist the CESP secretariat in this task. Second, the strategy is to design and implement a Regulatory Framework and related action plan to ensure that the Qualifications Framework is properly implemented. Third, the strategy will focus on the development and strengthening of the concerned institution(s) –i.e., the CESP, the Afghanistan National Qualifications Authority (which, as per an Agreement between the concerned Ministries, will in future take over the functions of the CESP) and Board(s) of Accreditation for TVET. This advertisement will support the third aspect of the strategy.

Professional Qualifications

·         Advanced degree from a recognized university in Public Policy, Governance, Development Studies, Education Studies or any related discipline (PhD preferred). 

·         Minimum 8 years’ experience in education and TVET reforms mainly in developing countries.

·         Extensive experience in assessing national qualification frameworks.

·         Experience the development of an educational institution, as well as assessment and development of institutional policies, .

·         Strong analytical research capacities (quantitative and qualitative) and strong ability to communicate and summarize the findings and analyses in writing.

·         Experience in donor coordination, reporting and fundraising;

·         Experience in liaising and advising at senior government levels;

·         Negotiation skills to develop consensus;

·         Prior experience in Afghanistan in the relevant field is an advantage

·         Familiarity with the Afghan context—environment, cultural and religious nuances.

Reporting and Deliverable

Reporting:

  1. The Institutional Development Advisor will work under direct supervision of the ASDP Director and will submit an inception report that should include work plan for 6 months within 30 working days,
  2. S/he is expected to submit bi-monthly report presenting the outputs of the assigned tasks and the challenges faced, the report shall be submitted to the ASDP unit within the DMTVET and after internal review with CESP inputs, the report shall be submitted to the World Bank Group.

Deliverable:

The payment will be made based on the following deliverables:

·         Review the progress of work done by the CESP till now and identify technical as well as policy challenges which should be removed for smooth functioning of CESP towards achievement of its goals (10% Payment)

·         Conduct a technical review of the drafted NQF to ensure harmonization with international standards and suggest ways to adapt it to the Afghan context (30% Payment)

·         Review all technical reports submitted by ILO firm on Certification and examination, selection of assessment centres, training of assessors, including reports on accreditation of the five TVET institutes, etc (30% Payment)

·         Final Report on closing of the assignment summarizing all activities done during last 6 months. (30% Payment)

Duration of the Assignment:

 

The assignment will be initially for 6 months, with 2 visits to Kabul and stay for three weeks on each visit.

Duty Station:

 

The duty station of this position will be partly ASDP Kabul, Afghanistan and partly abroad.
