Description:
1. The Islamic Republic of Afghanistan, Ministry of Education has received a grant from the International Development Association toward the cost of Afghanistan Skills Development Project (ASDP), and it intends to apply part of the proceeds of this Grant- Grant No: H352-AF to payments under the Contract for Construction of New Building (Auditorium) for Music School, Kabul Afghanistan
2. The Islamic Republic of Afghanistan, Ministry of Education, Kabul, Afghanistan now invites sealed bids from eligible and qualified bidders for Construction of New Building (Auditorium) for Music School, Kabul Afghanistan The construction period is 540 days from issuing of letter for start of physical works from Eng Department.
3. Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 and revised January, 2011 and are open to all bidders from Eligible Source Countries as defined in the Bidding Documents.
4.. Interested eligible bidders may obtain further information from or inspect the Bidding Documents at the address given below from 8:00 to 16:00 Hrs from Saturday to Wednesday.
5. Qualifications requirements include:
(a) The minimum required annual volume of construction work for the successful bidder in any one of the last five years shall be: 38,000,000 Afghani
(b) Experience as prime contractor in the construction of at least one completed works contract of value: 28,500,000 Afghani during the last five (5) years. Specially Any Auditorium (To comply with this requirement, works cited should be at least 60 percent complete); The equipment r bellow.

(a) a Contract Manager with three years’ experience in works of an equivalent nature and volume, including no less than one year as Manager;
(b) Liquid assets and/or credit facilities, net of other contractual commitments and exclusive of any advance payments which may be made under the Contract, of no less than the amount: 8,000,000 Afghani

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee 500 AFN The method of payment will be cash. The Bidding Documents shall be collected by the bidders from the address below.
8. Bids must be delivered to the address below at or before 10-03-2012 (20-12-1390) at 10:00 AM, Afghanistan local time. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below at 10-03-2012 (20-12-1390) at 10:00 AM, Afghanistan local time..
9. All bids shall be accompanied by a Bid Security of: 950,000 Afghani or equivalent in any fully convertible currency”
10. Pre bid meeting will be held on -25-02-2012 equal to 06- 12-1390 at 10:00 am Afghan local time.
