  1. Ministry of Education of Islamic Republic of Afghanistan has received Grant from DANIDA and it intends to apply part of the proceeds of this Grant to payments under the Contract for Procurement and Supply of School Desks & chairs – and Solar System for schools of 12 provinces, Deputy General Education, Ministry of Education, Kabul, Afghanistan against IFB No. MoE/G-185/95/95/ICB
  2. Ministry of Education, now invites sealed bids from eligible and qualified bidders for Procurement of equipment as illustrated below:

  1. The bidders may choose to quote for all or any one or more lots and each lot will be evaluated and awarded separately. Bidders who have not quoted for full quantity of the respective lot or quoted partially for a lot will be treated as non-responsive.
  2. Bidding will be conducted through the International Competitive Bidding (ICB) a procedure specified in the Afghanistan Public Procurement Law, Rules of Procedures & Circulars and is open to all bidders from eligible source countries as defined in the Guidelines.
  3. Post-qualification Requirements

After determining the lowest-evaluated Bid in accordance with ITB Sub-Clause 37.1, the Purchaser shall carry out the post-qualification of the Bidder in accordance with ITB Clause 38, using only the requirements specified.  Requirements not included in the text below shall not be used in the evaluation of the Bidder’s qualifications:

  1. Financial Capability: the Bidder shall furnish documentary evidence that it meets the following financial requirement(s):
  • The Bidder shall furnish documentary evidence to demonstrate that it meets the following financial capability requirement:
  • Audited financial accounts for at least one complete fiscal year, demonstrating the soundness of its financial position and that it has the financial resources to perform the proposed contract.

Or

  • A letter from a Bank indicating Bidders’ current assets and soundness of the financial history to perform the Contract
  1. Experience and Technical Capacity: the Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):
  2. The Bidder shall furnish documentary evidence to demonstrate that they have successfully supplied, installed and commissioned at least 30% in size and nature of equipments during the last five years.
    • The Bidder shall provide List of major supply contracts conducted within the last three years necessarily including:
    • Name and address of Purchaser with email address/phone no.
    •  Contract no and date.
    • Equipments/items ordered/supplied with their respective quantities.
    • Scheduled delivery date and actual delivery date.
    • Details of Complaint, if any, received from the purchaser about the performance of the Equipments/items.

The bidder/supplier must have:

  • The equipment offered for supply must be of the most recent series models incorporating the latest improvements in design and must have been in satisfactory operation for a period of 12 months as on the date of acceptance at the final destination;

6. Interested eligible bidders may obtain a complete set of bidding documents in English and further information on the submission of a written application to the address below or by sending an e-mail to  email: [feraidoon_satari@hotmail.com, Director of Procurement, copy to email: qais.rasooli@moe.gov.af , atiqullahnasiri40@yahoo.com] . They may also inspect the Bidding Documents at the address given below from 08:00 am to 4:00 pm on any working day from Saturday to Wednesday.

7.  A Pre-bid Conference will be held on August 8, 2016 (18/5/1395) at 10:00 Hrs (Afghanistan time), at MoE Conference Hall, Deh Afghanan, Kabul, Afghanistan. To obtain first hand information on the contract, bidders are encouraged to attend the Pre-bid conference. Attending the Pre-bid Conference is optional. Bidders should contact at the address given in Para 8 below to obtain additional information on the Pre-bid conference.

8. Bids must be delivered to the address below (Para 8) on or before August 20, 2016 (30/05/1395) at 10:00 hrs (Afghanistan Local Time). Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidder’s representatives who choose to attend at the address below at August 20, 2016 (30/05/1395) at 10:00 hrs (Afghanistan Local Time). All bids must be accompanied by a Bid Security of an amount indicated above in US Dollar Or an equivalent amount in any easily convertible currency.
